Draft Treaty on CTT to be relaunched

The Draft Treaty on Currency Transactions Tax was  written by Belgian tax law expert Lieven Denys and Finnish political scientist Heikki Patomäki and published by the Network Institute for Global Democratization (NIGD) as a "Discussion paper" in January 2002.  The entire text is found on the web at  http://www.nigd.org/ctt   and http://www.france.attac.org/a2447.

Patomäki and Denys have updated the preface and summary memorandum which accompany the drafted articles of the treaty itself. The new edition together with translations into Swedish and Finnish will be published in connection with the seminar  Towards Another Financial System + Relaunching CTT in Helsinki on 6 September 2005.  (A translation into Japanese is also available, and translations into other languages are on their way.)

The seminar, which is arranged by NIGD and Attac Finland, starts with a discussion about the European Constitution. The proposed European Constitution which was rejected by the French and the Dutch on 28 May and 1 June, contains clauses (for instance, III-156) that are highly relevant when discussing the implementation of a CTT. Jacques Cossart from Attac France and Antonio Martins from Attac Brazil will introduce this subject, and we shall discuss the role of the CTT in the "ABC-plan" for Europe which has been, or is being sketched by the European Attacs.

The second part of the seminar which is about envisioning another financial system and the implementation of the CTT, will be introduced by Heikki Patomäki.
