The Landau Report in English and other documents
The Landau Report, a study on global taxation commissioned by president Chirac, is of special interest to CTT Campaigns because it supports the implementation of a CTT.
The composition of the group (headed by the Inspector of Finances Jean-Pierre Landau) which produced the Landau- report was unusually broad. It included experts from Attac and other civic organisations which support the introduction of a global tax on currency transactions. Chirac's commission worked from November 2003 to August 2004. It was an important part of the so called "Lula-Chirac"-initiative at the opening of the 59th session of the UN General Assembly in September 2004.
The Landau Report, in its original French version, is linked to the Documents-section of this site, where you can now also download an English translation of it.
The documents section also provides links to, or direct access to a number of other official documents that relate to the CTT:

Innovative Sources for Development Finance: Over-Arching Issues - the study by economist A.B. Atkinson, published December 2003. (By the way, Atkinson also participated in the group which made the Landau Report.) "In analysing proposals for new sources of development funding, there are several issues that arise across the board. What is the role of new sources in relation to existing overseas development assistance? Should we be seeking new sources that generate a double dividend? Can the key elements of a proposal be achieved by another route? What should be the fiscal architecture? Is there a modern transfer problem? It is with these general concerns that the present paper deals. Its aim is to bring to bear on global public finance the accumulated knowledge in the field of national public finance, and more generally public economics."
Innovative sources of financing for development. Note by the Secretary-General - this is the extensive comment by UN SG Kofi Annan upon Prof. Atkinson's report. It was distributed 17 August 2004 as background material to the discussion of item 86 at the 59th session of the UN General Assembly. -
