Global Campaign for a Currency Transaction Tax
Consensus Draft(2) – January 28, 2004
1. The CTT campaign is part of a bigger campaign for systemic reform to reduce inequality, increase sustainability and democratise the world order.
2. The CTT can be seen as a first step in reforming the international
financial system.
3. There is no question as to the feasibility of the CTT :
Some important tools of the campaign are:
Experiences of the ATTAC movement
Draft Treaty developed by Heikki Patomaki (NIGD) and Lieven Denys
Tobin Tax Draft report of Sony Kapoor ( Tobin tax network)
Belgian Tobin-Spahn law july 2004
Further (socialisation of) research is to be encouraged.
4. The CTT has three main aims:
To control foreign exchange markets in order to reduce instability and
increase policy autonomy of states.
To reassert democratic control over global financial markets and undo the social and economic damage they have unleashed
To create a financial system that serves the needs of society and helps provide for global common goods.
5.The CTT has a democratising potential at national and global level
6. Amongst the goals of our global campaign is to pressurize governments to implement a CTT.
The website for our global CTT campaign is www.cttcampaigns.info. On this website we will share news, announce events, publish articles in order to build up a world fact book on CTT and the campaigns for its implementation.
